Louisiana Contractor Takes the Lead in Workforce Development

As an industrial electrical, instrumentation and controls company providing engineering, construction and maintenance services, ISC Constructors, LLC (ISC) of Baton Rouge, Louisiana, is one of the largest specialty contractors in the country. With more than 2,500 employees among four offices across the Gulf Coast, ISC has been a leader in workforce development in the construction industry for more than 25 years, and NCCER would like to congratulate the company on this milestone.

At the center of ISC’s workforce development efforts is its commitment to using NCCER’s resources to ensure that all of its journey-level craft professionals are NCCER certified and therefore have the skills needed to complete projects on time and on budget. Through NCCER’s standardized training and credentialing programs, ISC has developed the skills of its workforce and provided industry-recognized credentials to its craft professionals and managers for nearly two decades.

As an NCCER Accredited Training Sponsor and Accredited Assessment Center, ISC has nearly 50 NCCER training and assessment personnel on staff to deliver training, assessments and Performance Verifications internally. Along with using its internal NCCER programs to train and credential associates, ISC also sends many of its craft professionals to the local Associated Builders and Contractors (ABC) Pelican Chapter in Baton Rouge to complete written assessments for electrical and instrumentation. ISC began using the chapter for craft training in 1990, and in 2000, ISC associates started taking NCCER assessments through the chapter. Last spring, ISC had nearly 150 associates enrolled at ABC’s Pelican Chapter.

In addition to developing the skills of its own workforce, ISC is a proud supporter of NCCER initiatives that improve workforce development throughout the industry. In 2014, ISC participated in the pilot program of NCCER’s Contractors Workforce Development Assessment, which allows contractors and subcontractors to evaluate the quality of their workforce development programs. In addition, ISC contributes to NCCER’s National Training Service Agreement (NTSA), which is a cents-per-hour training fund. As part of ISC’s NTSA contributions, the company also provides additional funding for NCCER’s recruitment and image enhancement initiative, Build Your Future (BYF).

Another major focus for ISC is its commitment to recruiting and hiring transitioning military service members and veterans. ISC has successfully employed more than 100 veterans through its Boots on the Ground initiative and works closely with state agencies to recruit and hire veterans. In addition, ISC proudly supports and sponsors BYF’s military program, Hard Hat Heroes, which offers recruiting and training solutions as well as resources to prepare veterans and transitioning service members for construction careers.

ISC’s President/CEO, Jerry Rispone, currently serves as NCCER’s chairman of the board, and in 2009, Eddie Rispone, co-founder and chairman of ISC, was appointed by Governor Bobby Jindal to serve as chairman of the Louisiana Workforce Investment Council. This council consists of members from public and private entities, industry associations and labor organizations who have come together to address the workforce needs in the state of Louisiana. Through the council, ISC has been a driving force in implementing NCCER training in secondary and postsecondary schools throughout Louisiana. Last November, Eddie Rispone presented about this topic at NCCER’s Construction Career Pathways Conference, which was in conjunction with the Association for Career and Technical Education’s annual conference.
